Definately for early elementary children. Are the books to stay on the shelf? Who does the library belong too? Whose going to guard the books if something happens to the librarian?

This is a book that preaches to two different people; to children it teaches about proper library behaviour and the handling of books, and to librarians it teaches that books are meant to be enjoyed, the scars they gain are a sign they are being read, and loved.
